Kelley Zellner hired as Fort Scott’s new city manager

Kelley Zellner, currently City Manager of Fredonia, signed a contract on December 3, 2021 to become City Manager of Fort Scott as of January 4, 2022. He replaces Acting City Manager Mark McCoy.

The contract is for $ 95,000

Zellner’s primary duties are to work with the City of Fort Scott Commission and city staff, according to Brad Matkin, the city’s director of human resources.

Zellner received a Mini-Masters in Public Administration, Certified Public Administrator, from Wichita State University in February 2020.

In the fall of 2021, he became a certified municipal clerk through the League of Municipalities.

Previously, he obtained a Master of Arts in Consulting from Friends University, Wichita, in 2001. In 1998, he obtained a Bachelor of Science in Human Resources Management from Friends University.

Zellner has been the Administrator of the City of Fredonia since 2018, the Director of Public Works for Valley Center from 2017 to 2018, and the Conway Falls Police Chief from 2013 to 2017.

His hometown is Howard, Kansas.

“Job Description of City Manager for the Town of Fort Scott

The city manager oversees all administrative tasks necessary for city operations while implementing and overseeing policies established by a city’s mayor and commission. Hired by the Municipal Commission, he / she oversees municipal services, manages the city budget and represents the municipality in various contexts.

ESSENTIAL OBLIGATIONS AND RESPONSIBILITIES include the following. Other tasks can be assigned.

  • Represents the City at conferences and coordinates the activities of the City with civic, commercial and public organizations and keeps these organizations informed of the affairs and activities of the City.

  • Develops, implements and maintains long-term plans, goals, objectives and policies for the City, subject to the approval of the Municipal Commission.

SUPERVISORY RESPONSIBILITIES

Directs directors who supervise the employees of the City. Is responsible for the general direction, coordination and evaluation of these units. Performs supervisory responsibilities in accordance with organizational policies and applicable laws. Overall responsibilities include interviewing, hiring and training employees; plan, assign and direct work; evaluate performance; reward and discipline employees; handle complaints and resolve problems.

QUALIFICATIONS

Must live within Bourbon County limits or be able to relocate within 6 months. Must be competent in the following areas: diplomacy, ability to delegate, project management and human skills.

EDUCATION AND / OR EXPERIENCE

Bachelor’s degree (BA) in public administration, political science, administration or business management; or four to ten years of related management experience and / or training; or an equivalent combination of education and experience. Masters degree in public administration or business administration preferred.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business and government reports, financial reports and legal documents. Ability to respond to routine inquiries or complaints from customers, regulators or members of the business community. Ability to write speeches and articles for publication in accordance with prescribed style and format. Ability to effectively present information to senior management, public groups and / or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

THE CAPACITY OF REASONING

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a wide variety of technical instructions in mathematical or diagram form and to deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a valid driver’s license that meets City driving history requirements.

WORKING ENVIRONMENT

The working environment is an office environment, with the exception of visiting field workers or citizens of the community.

The noise level in the working environment is generally quiet.
